OSHA Requirements for Building Owners
CFR 1910.27(b)(1)
Before any rope descent system is used, the building owner must provide written confirmation to the employer that all roof anchorages have been identified, tested, certified, and maintained.

Anchors must support at least 5,000 lbs in any direction per attached employee.

Anchorages must be inspected annually by a qualified person.

Anchorages must be re-certified at least every 10 years.

Written confirmation must be provided to the employer before anchors are used.

Employer Responsibilities

Employers must obtain written verification from the building owner confirming that all anchorages meet OSHA requirements before any employee uses them.

Obtain written confirmation that anchors meet OSHA standards.

Ensure employees do not use anchors before verification is received.

Maintain documentation for the duration of the job.

Inspection & Documentation Requirements
Annual Inspection – OSHA 1910.66(g)(2)(ii)
Roof anchors and fall protection equipment must be inspected annually by a competent person.
Maintenance Inspection – OSHA 1910.66(g)(3)(i)
Maintenance inspections must occur every 30 days during active use, or before each work cycle if the cycle is shorter than 30 days.
Documentation Requirements

Building owners must maintain certification records of inspections and testing.

Records must include inspection dates, inspector signature, and equipment identification.

Documentation must be available for review by OSHA and the employer.
